Nope, we do not allow proxy url encoding for CGI Proxy. For PHP proxy you can use encoding if you have hotlinking protection installed on your proxy. CGI Proxy encoding system is a bit vulnerable, and usually when some encoding founds in some CGI Proxy on our server, we just modify the code and inform the owner about it.
